Moreways’ care needs assessment brings together the person’s strengths, wishes, daily life, health, communication, relationships, risks and changing circumstances. It translates evidence into a practical description of what support is required, when it is required and what the support should achieve.
The term “care needs assessment” can describe different work. Moreways agrees the purpose, authority and intended use before accepting a commission.
The responsible local authority assesses whether an adult has care and support needs, applies the eligibility framework where relevant and decides what duties arise.
Moreways can assess whether it can meet identified needs, contribute functional evidence, design a proposed support configuration and review whether current support remains appropriate.

Select a layer of the assessment document. Findings, recommendations and limitations remain distinct so commissioners, providers, professionals and the person can understand how conclusions were reached.
The assessment describes the person’s current strengths, relevant difficulties, variability, environmental barriers, informal support and the evidence supporting each material finding.
Moreways confirms its role, the assessor’s competence and the intended use of the work. Where another body or regulated professional must decide, the report supports rather than displaces that process.
Moreways does not determine statutory eligibility or discharge the authority’s duties unless work is formally delegated.
Provider evidence may contribute, but eligibility is determined through the applicable NHS process.
Medical, psychological, occupational therapy or other specialist conclusions require the appropriately qualified professional.
Capacity is not inferred from disability or support need; any assessment must relate to the particular decision and lawful role.
A recommendation does not itself authorise expenditure, restriction, deprivation of liberty or another body’s decision.
The scope determines the evidence, people involved, professional input, timescale and output. These answers describe the broad service rather than confirming acceptance of a particular commission.
